Overview
ALRA Engineers, P.C. is a full service SBE, DBE, and MBE engineering firm dedicated to providing consulting services in Construction Management, Construction Inspection, Civil Engineering, Electrical Engineering, and Mechanical Engineering.
We are seeking an experienced Resident Engineer to provide professional engineering and construction management services for multiple public sector projects. The Resident Engineer serves as the Client’s representative in the field, providing leadership to construction inspection staff while ensuring projects are completed safely, on schedule, within budget, and in accordance with contract plans, specifications, and applicable regulations. This role coordinates with contractors, vendors, and other external parties on projects involving highways, bridges, streets, and structural work.
The successful candidate will manage construction activities, administer contracts, coordinate with clients and contractors, and ensure quality workmanship throughout all phases of construction.

Responsibilities
• Manage complex field engineering assignments, including the planning, execution, supervision, and coordination of technical project activities.
• Provide quality assurance oversight to ensure construction work is completed according to approved plans, contract requirements, and industry standards.
• Supervise construction engineering activities and provide technical guidance across assigned project areas, including coordination with survey personnel.
• Supervise Construction Inspectors and ensure inspections, testing, documentation, and reports are completed according to project requirements.
• Monitor and coordinate contractor activities to ensure work is completed safely, efficiently, and in compliance with project requirements.
• Collaborate with the construction management team to identify and resolve potential hazards affecting the environment, project safety, or employee health.
• Ensure assigned personnel follow safe work practices in compliance with site specific safety procedures, OSHA requirements, and industry standards.
• Review and interpret discipline specific design drawings, specifications, and contract documents to verify current revisions and ensure proper technical execution of work.
• Resolve technical engineering issues within assigned disciplines and coordinate implementation of solutions.
• Develop or review construction schedules and monitor project progress to ensure timely completion.
• Provide schedule updates, progress reports, and project financial status reports to the Construction Manager or Client Representative.
• Monitor material procurement and deliveries to support construction schedules.|
• Verify that materials received comply with project specifications and quality standards.
• Organize and maintain project documentation and discipline specific records for project closeout.
• Prepare and maintain project reports, correspondence, change order documentation, and progress tracking records.|
• Coordinate and communicate effectively with clients, contractors, project stakeholders, and management personnel.
• Perform other related duties as assigned.
Qualifications
• Ability to become familiar with contract requirements, site conditions, special provisions, applicable standards, and project specifications.
• Knowledge of agency and company policies, procedures, and Infrastructure Standard Construction Operating Procedures (SCOPs).
• Strong organizational skills and attention to detail with the ability to manage multiple priorities.
• Proficiency with Microsoft Office and various project management, documentation, and production software.
• Ability to work a flexible schedule, including nights, weekends, and extended hours when required.
• Valid driver’s license required.
Education and Experience
• Bachelor’s degree in Civil Engineering required.
• Minimum of seven years of progressive construction management experience.
• New Jersey or New York Professional Engineer (PE) license preferred.
• Candidates with NICET Level IV certification in Highway Construction and equivalent construction management experience may be considered.
• OSHA 30 Hour or 10 Hour Construction Safety, Fall Protection, Confined Space, and Permit Required Confined Space Entry training preferred.
• Certifications from the Society of Asphalt Technologists (SAT), Traffic Control Coordinator (TCC), American Concrete Institute (ACI), and Certified Concrete Testing Technician (CCTC) are preferred.
Physical Requirements
• Ability to stand, walk, and climb for extended periods throughout the workday.
• Ability to safely lift up to 40 pounds.
• Ability to work outdoors in varying weather conditions, including heat, cold, rain, and wind.
• Ability to safely navigate active construction sites, including uneven terrain, excavations, and temporary structures while wearing required personal protective equipment (PPE).
• Ability to climb ladders, navigate stairs, and access construction work areas as needed.
• Ability to perform field inspections requiring bending, kneeling, crouching, and reaching.
• Ability to operate a motor vehicle and travel to project sites throughout Central and Southern New Jersey.
• Ability to visually inspect construction work and read plans, specifications, and field documentation.
• Ability to wear and properly use required safety equipment, including hard hats, safety glasses, high visibility vests, and protective footwear.
